III) Executive

A) Executive Committee

1) The Executive Committee exists to manage and provide direction to Student Government and to carry out its actions. The Executive Committee shall be chaired by the President or, in the President's absence, by their designee.

2) The Executive Committee consists of all Constitutional Standing Committee Chairs and others as designated in the operating documents.

B) Chairs

1) Definition and Purpose – Standing Committee Chairs are representatives and spokespersons for their Committees in all Student Government matters. They are responsible for progress on Committee responsibilities and for guiding the advancement of the Committee’s mission and goals.

2) Rights, Restrictions, and Duties

a) Attend all Assembly and Executive Committee meetings.

b) Report all Student Government activities at Assembly meetings.

c) Assist and guide the recruitment of Committee Members.

d) Implement Committee objectives and assist in their formulation.

e) Hold a minimum of three office hours per week.

f) Shall not simultaneously hold the office of Senator.

g) May vote during Assembly meetings only on items specified in Article II.B.5-6 of the Constitution.

3) Appointment/Election

a) Standing Committee Chairs, except for Fee Allocation, Senate Finance, and Cultural Diversity Chairs, shall be appointed by the Student Government President with two-thirds approval of the Senate.

b) The Cultural Diversity Committee Chair shall be elected internally by their Committee as prescribed in the Committee Bylaws.

c) The Fee Allocation Committee Chair shall be elected internally by the Committee and confirmed by the Senate.

d) The Senate Finance Committee Chair shall be elected by the Senate four weeks prior to the end of spring term and take office at the start of the new fiscal year.

e) The Technology Fee Committee Chair shall be selected by the Student Government President from the five student members of the committee and confirmed by a two-thirds Senate vote.

C) President’s Office

1) President

a) Definition and Purpose

i) The President is the official representative of the Student Association and represents Student Government in all System and University matters.

ii) Serves as the Chief Executive Officer of Student Government.

b) Rights, Restrictions, and Duties

i) Acts as the official spokesperson of the Student Association.

ii) Communicates the views of the Student Association to University and System leadership.

iii) Directs the work of the Executive Committee.

iv) Presides over Executive Committee meetings and may vote in case of a tie.

v) Reports activities at Assembly meetings.

vi) Appoints Executive Officers to fill vacancies; appointments are ratified or overturned by the Senate within 90 days.

vii) May call special sessions of the Senate, Executive Committee, Judicial Council, or Student Association.

viii) Signs or vetoes legislative actions within ten calendar days; vetoes may be overridden by a two-thirds Senate vote.

ix) Serves as an ex-officio member of all standing committees unless otherwise specified.

x) Serves a minimum of ten office hours per week.

2) Vice President

a) Definition and Purpose

i) Acts as the secondary representative of the Student Association and represents the Association in the President's absence.

ii) Serves as Chief Operating Officer and Treasurer of Student Government.

b) Rights, Restrictions, and Duties

i) Acts as secondary spokesperson of the Student Association.

ii) Serves in the capacity of the President when requested.

iii) Directs the work of the Student Government Senate and presides over its meetings; may vote in case of a tie.

iv) Reports activities at Assembly meetings and serves a minimum of ten office hours per week.

3) Election/Removal

a) President and Vice President are elected during the Spring general elections as a ticket. Candidates must have served at least one term in Student Government. The ticket with a plurality wins.

b) Both may resign in accordance with Section II.E and must notify the University President and other relevant officers in writing.

4) Vacancies/Succession

a) If the President’s office is vacated, the Vice President assumes the role.

b) If the Vice President’s office is vacated, an internal election is held within three weeks or at the third Senate meeting following the vacancy. The President Pro-Tempore serves as interim.

c) If both offices are vacant, the President Pro-Tempore serves as Interim President and appoints an Interim Vice President. If that office is also vacant, the Executive Committee selects an acting President. Timing of elections depends on the academic semester.

5) Executive Assistant

a) Definition and Purpose

i) Serves as Chief Recorder and Custodian of Student Government records.

b) Rights, Restrictions, and Duties

i) Keeps accurate records of Assembly and Executive Committee meetings.

ii) Holds no other Student Government positions.

iii) Votes only in select matters as defined in operating documents.

iv) Preserves all official records and reports.

v) Serves five office hours per week.

vi) Additional duties determined by operating documents and the Student Association President.

c) Appointment/Removal

i) Appointed by the President with two-thirds Senate confirmation.

ii) May be removed by a two-thirds Executive Committee vote.

6) President Pro-Tempore

a) Definition and Purpose

i) Second alternate to the President in succession; performs Presidential duties in the absence of the President or Vice President.

b) Rights, Restrictions, and Duties

i) Chairs Assembly meetings in the Vice President’s absence.

ii) May not chair Assembly meetings when a candidate in elections.

c) Election/Removal

i) Must be a Standing Committee Chair or Senator.

ii) Elected by majority vote of the Senate.

iii) May be removed by two-thirds Senate vote.
