IV) Committees
A) Standing Committee Definitions and Purposes
1) Academic Affairs – The Academic Affairs Committee represents and advocates for the Student Association on matters of academic rights and policy. The Committee assists students in the grade appeal and student complaint process.
2) Campus Affairs – The Campus Affairs Committee represents and advocates for the Student Association on matters concerning the physical features, safety issues, and general facilities on the St. Cloud State University campus.
3) Communications Committee – The Communications Committee exists to promote and accurately publicize the activities of Student Government, perform public relations functions, and assist with the recruiting functions of Student Government.
4) Cultural Diversity – The Cultural Diversity Committee exists to promote, represent and advocate for the Association on a racially and ethnically diverse environment at St. Cloud State University.
5) Fee Allocation – The Fee Allocation Committee is a Student Government Committee that exists to develop, with University input, a budget proposal and Student Fee recommendation to the University President for the funding of all Director Managed functions and agencies at the University.
6) Legislative Affairs – The Legislative Affairs Committee represents and advocates for the Student Association at System, state and federal government offices. The Committee will establish and maintain a presence with these offices and organize lobby efforts for current legislative issues in St. Paul and Washington DC.
7) Senate Finance – The Senate Finance Committee allocates funds to student organizations using money collected through student fees. The Committee analyzes and adapts policies annually and requires Senate approval for final decisions.
8) Student Constitution – The Student Constitution Committee represents the Student Association in creating governing documents and correcting technical errors in the Constitution.
9) Student Services – The Student Services Committee represents and advocates for the Student Association on issues related to campus resources and administrative services, assisting students with complaints and processes.
10) Student Technology Fee – The Student Technology Fee Committee provides recommendations on technology revenues and expenditures for the Student Association and acts as an advisory committee to the President.
11) Urban Affairs – The Urban Affairs Committee represents and advocates for the Student Association in the St. Cloud city government and community to promote student needs and maintain good relations.
12) Statewide Student Association Committee – A standing committee exists to represent the statewide student association in which Student Association members participate.
B) Special Committees
1) The Student Association President, with Senate approval, may create Special Committees for special needs. Rights, restrictions, membership qualifications, appointments, vacancies, and sanctions are determined prior to establishment.
a) Election Committee
i) Appointed by the Student Association President at least eight weeks before General Elections.
ii) Consists of one member from Legislative Affairs, Communications, Executive Committees, and one Judicial Council member. One member serves as Chair.
iii) No member shall be a candidate or subject of a Referendum.
iv) The Executive Committee representative cannot be Chair of Legislative Affairs or Communications Committee.
v) Judicial Council representative shall not deliberate or vote on election violations.
C) Committee Rights/Restrictions/Duties
1) Committees may develop bylaws. Committee bylaws, except for Cultural Diversity, may be approved, modified, or rejected by the Senate. Senate Finance and Fee Allocation Committees must develop bylaws approved or returned by the Senate.
2) Committees may propose motions to Student Government.
3) Fee Allocation Committee develops funding proposals for Director-Managed functions, submitting recommendations to the University President after consulting the Senate.
a) Recommendation presented to the Senate no later than 21 days before Spring Semester ends.
4) Senate Finance Committee develops proposals for student organization funding.
a) Budget recommendation proposed to the Senate no later than 21 days before Spring Semester ends.
b) Proposal may be approved, modified, or referred to Committee by the Senate.
5) Technology Fee Committee develops proposals for technology services, submitting recommendations to the University President after Senate consultation.
a) Recommendation presented to the Senate no later than 21 days before Spring Semester ends.
D) Committee Member Rights/Restrictions/Duties
1) Appointed members have a right to vote on their respective committee bylaws.
2) Members must abide by their committee bylaws.
E) Membership
1) Committee members, except for Cultural Diversity, Fee Allocation, Senate Finance, or Student Constitution Committees, are appointed by Student Government in accordance with bylaws.
2) Cultural Diversity Committee members are selected according to its bylaws.
3) Fee Allocation
a) Consists of seven elected members, one appointed by Student Government President, and the Finance Chair or designee, all with voting rights per bylaws. Elected members take office at the start of the fiscal year.
b) Senate Finance Chair designee is a member of the Senate Finance Committee.
4) Senate Finance Committee members elected by Senate through internal elections per committee policies.
5) Student Constitution Committee consists of six appointed members and two University President appointees.
6) Student Technology Fee Committee has seven voting members: five appointed by Student Government President and two by University Provost.
a) One student member acts as liaison between Student Government and the committee.
