Frances joined SCSU in 2001. Previously, she served as the assistant director, research associate, and consultant for the School Improvement Model Research Center at Iowa State University in Ames. As a consultant to project school districts, Dr. Kayona led teachers in the development of standards-based curriculum and assessment for all content area. She also worked with stakeholders and school administrators developing performance evaluation systems for teachers, administrators, and support and classified staff, with an emphasis on the use of 360-degree feedback.
Dr. Kayona has traveled widely throughout the People’s Republic of China where she taught conversational English for middle school students living in Xinjiang Province. In addition to several publications on curriculum, assessment, and program evaluation, Dr. Kayona is co-editor of copyrighted publications of standards-based curricula and criterion-referenced assessments in language arts and mathematics. She has presented on the topics of curriculum development and implementation and instructional leadership at conferences at both the state and national level.
Her honors and distinctions include being awarded the R. Paul Brimm Outstanding Dissertation Award from the Iowa Association for Supervision of Curriculum Development, and from the Office for the Vice Provost for Research and Advanced Studies, the Iowa State University Research Excellence Award for Outstanding Dissertation for Educational Leadership and Policy Studies, spring 1999.
