Additional License Application Process

Step 1: Download the appropriate application (based on your qualifications and current tier license) from the PELSB website: https://mn.gov/pelsb/current-educators/additional-license/

If you have not passed all of the required MTLE Pedagogy and Content exams you must have a job offer from a school district who will apply jointly with you for a Tier 2 license or Out of Field Permission.

If you have passed all required MTLE Pedagogy and Content tests you may apply for a Tier 3 or Tier 4 license (whichever tier license you currently hold).

Step 2: Complete sections 1-5 of the application, be sure to sign and date with original signature at the end of section 5a (as well as 5b if applicable).

Section 6 "Verification of Completion of a State Approved License Program" should be left blank and completed by a Certification Officer. 

Application Packet should include:

  • Application (completed and signed)
  • Additional paperwork from your hiring district (if applicable)
  • Check or money order for $57 payable towards PELSB (If this is your additional licensure)

Please secure the above documents with a paperclip and send application packet to:

Step 3: Upon receipt of the application packet, a Certification Officer will complete the Verification form and print your transcript. This can take 2-3 weeks during peak licensing times. Applicant MTLE Official Scores (if applicable) should be posted at time of application. For score information and release dates please visit MTLE Scores and Information

If you have not met all of the requirements or have completed the application in full, you will not be recommended for licensure. Completed applications will then be mailed to PELSB.

Step 4: PELSB will process your application and email you with license updates. PELSB processing times vary, but they estimate 30 days from the time your payment is processed.

Make sure your email address is correct on your application. It is highly recommended to refrain from using your St. Cloud State email address as this email account will be deactivated six months after you graduate.
