Cost of Attendance, Tuition and Fees

St. Cloud State’s flat-rate tuition allows full-time undergraduate students taking 12-18 credits to pay one flat rate for their tuition. In that 12-18 credit band, students can take more credits without paying more tuition, increasing their ability to graduate on time. Fees vary at different credit loads.

Student Fees and Explanation

All Student Tuition and Fee rate structures are authorized by the Minnesota State Colleges and Universities under Board Policy 5.11, and all colleges and universities are required to charge tuition and fees consistent with Minnesota statutes and policies. The Student Fee Allocation Committee, comprised of 9 students elected through Student Government, make an annual recommendation to the President of the University as to what the student fee structure should be each year. The technology fee is recommended by a separate student government committee.

Explanation of Student Fees

Health Services Fee: Allocated for the Medical Clinic and Pharmacy operating budget which allows the University to offer on-campus medical and pharmacy services to all students.

Student Activity Fee: In addition to being allocated to the Senate Finance Committee (SFC) in order to provide the budget allocation to all student organizations including KVSC, UTVS, and Student Government Association, it is also allocated to these seven director managed areas on campus:

  • Campus Recreation/Sport Facilities
  • Lindgren Child Care Center
  • Department of Campus Involvement (DCI)
  • Lesbian, Gay, Bi-sexual, Transgender (LGBT)
  • Multicultural Student Services (MSS)
  • Veterans Center
  • Women’s Center

Athletics Fee: In addition to being allocated for the Athletics operating budget, this fee allows each and every student free access to all Intercollegiate Athletic Events (pursuant to referendum passed in 1995).

Facilities Assessment Fee: Allows for payments for debt on the following facilities: fitness center, the stadium/dome, and the Atwood addition.

Student Union Fee: Allocated for the Atwood Memorial Center (AMC) operating budget. AMC is a student-owned facility providing needed services and meeting areas for students.

Technology Fee: Allows for the funding of technology initiatives to benefit students across campus.

MSUSA Fee: Statewide student association fee. MSUSA is the state-wide student organization comprised of SCSU students, along with 6 other state universities. MSUSA lobbies our state and federal legislatures for funding of higher education institutions.

St. Cloud State applies Minnesota State Colleges and Universities policy 5.11 and procedure 5.11.1 in instituting tuition and fee amounts.

Senior Citizen Rate Information

Minnesota residents that are age 62 or older are charged a $20 per credit administrative fee plus minimal standard fees to attend "for credit" courses. If course is taken “for audit”, on a space available basis, there is no administrative fee per credit.

The provisions of Minnesota Statute 135A.52 indicate senior citizen rates apply “when space is available after all tuition-paying students have been accommodated.” Doctoral credits are not eligible for senior citizen rates when doctoral cohort enrollment caps are reached and a wait list is generated with tuition-paying students who have not been accommodated.

Residency and Reciprocity

Residency

Students may prove their eligibility for in-state tuition by demonstrating domicile in Minnesota. Students have the burden of proving domicile for in-state tuition purposes.

Definition: A domicile is a person's true, fixed and permanent living place. Domicile is the place to which a person intends to return after temporary absences. A person may have only one domicile at a time.

Do I qualify for resident tuition? To determine if you qualify for MN resident tuition, download the Resident Tuition Classification Request (pdf) form and review the conditions on the left side. If you meet one of the conditions, fill out the application and submit it (along with the proper documentation) to the Records and Registration Office.

How do I apply for instate tuition? Please download the Resident Tuition Classification Request (pdf) and return it to the Office of Records & Registration, 118 Administrative Services Building, 720 Fourth Avenue South, St. Cloud, MN 56301-4498. Please include appropriate documentation as indicated on the request form.

Reciprocity

Students may be eligible to pay reciprocity tuition rates at St Cloud State University if they are residents of a state in which MN has a reciprocity agreement:

  • North Dakota – For the application and more information visit the North Dakota University System website (701) 328-2960
  • South Dakota – All students from South Dakota are granted automatic reciprocity. It is the student’s responsibility to verify the tuition charged is correct.
  • Wisconsin – For the application and more information visit the Wisconsin Higher Education Board website (608) 267-2206

St. Cloud State University also has a reciprocity agreement for people who are residents of the following province:

  • Manitoba – All students from Manitoba are granted automatic reciprocity. It is the student’s responsibility to verify the tuition charged is correct.

Other tuition reduction options

  • Students from Indiana, Illinois, Kansas, Michigan, Missouri, and Nebraska may also be eligible for tuition reduction using the Midwest Student Exchange Program.
  • All students granted a graduate assistantship at St. Cloud State University pay resident tuition.
