Campus Area Police Services (CAPS)

In the summer of 2013 a memorandum of understanding (MOU) was established between the City of St. Cloud and St. Cloud State University (SCSU) and Campus Area Police Services (CAPS) team was established. The primary purpose of the MOU is to reduce, immediately respond to, and investigate all crimes of violence within the newly designated Campus Police Services area. By dedicating three full-time police officers from the St. Cloud Police Department (SCPD) to provide specialized policing to an approximately 140-square blocks including SCSU campus property.

Officer Duties above and beyond:

  • Respond to or follow up with all crimes that occur on SCSU campus
  • Respond and/or follow up with all crimes of violence in the designated CAPS area
  • Assist in campus threat and behavioral assessments
  • Immediate response to campus conduct and student behavioral situations
  • Public Safety and Residential Life staff training
  • Directed patrol on campus and in CAPS area
  • Community outreach partnering with SCSU Student Life, Public Safety and SCPD Community Crime Impact Team (CCIT)
  • Attendance/presence at campus events
  • Crime prevention presentations and orientations for SCSU community

Sgt. Ryan Sayre-Supervisor Campus Area Policing Service (CAPS)/ Community Outpost Officers (COPS)

Sergeant Ryan Sayre is a veteran officer with numerous years of experience working in the south side area of St. Cloud. Officer Sayre is a department leader in analyzing and monitoring gang activity. He is also a certified defensive tactics instructor.

Officer Tyler Tabatt-CAPS Officer

Officer Tyler Tabatt has 6+ years of experience as an officer with the St. Cloud Police Department. Five of those years have been spent working on the south side. Officer Tabatt is a Use of Force instructor for the department and also works as an operator for the SWAT team

Officer Andrew Gronli-CAPS Officer

Officer Andrew Gronli is a 2014 graduate of St. Cloud State University with a degree in Criminal Justice. Andrew worked as a Public Safety officer while attending St. Cloud State prior to getting hired as a police officer. Andrew specializes in tracking criminal and gang activity occurring in the city of St. Cloud.

Officer Ocloo is a graduate of St. Cloud State University with a Criminal Justice degree. Officer Ocloo has four plus years of experience as a patrol Officer and joined the Community Engagement Division working in the Campus Area Police Services (CAPS) and the Community Outpost (COP) Unit in August 2020.
