Dr.
Robert O. Bixby Memorial Scholarship
Scholarship
Agreement
This
memorial scholarship fund is established to recognize the significant
contributions of Dr. Robert O. Bixby (1947 – 2003) in establishing
and developing the Geographic Information Sciences (GIS) Program
at St. Cloud State University (SCSU). The SCSU GIS Club, a
student organization that was initiated, advised and constantly
encouraged by Dr. Bixby, establishes this fund in his memory.
The GIS Club welcomes contributions from SCSU alumni, professional
colleagues and friends of Dr. Bixby.
Dr.
Bixby earned his Ph.D. from the University of Minnesota in
1985. He was a geography professor and director of the Spatial
Analysis Research Center at St. Cloud State University. During
his career at SCSU, he helped establish the surveying program, and
served as faculty advisor to the GIS Club and the Veterans Club.
He served in the U.S. Military during the Vietnam War and was awarded
a Bronze Star. In the late 1970s, he worked as an administrative
assistant to the Mayor of St. Cloud. He also served as consultant
to the South Two Rivers Watershed District, the City of Rockville
and Holdingford Township. He served on the Governor's GIS
Council and the Regional Development Commissions in Staples and
St. Cloud.
In
addition to these and other achievements, Dr. Bixby constantly encouraged
his students to achieve their full potential. He loved to
relay stories to illustrate his encouragement. A great many
alumni of SCSU can trace their current success to
the
inspiration they received from Dr. Bixby.
Eligibility
Specific
criteria to be used for selection of scholarship recipients have
been developed by the Spatial Analysis Research Center (SARC) Board
of Directors and the GIS Club members. Candidates shall be
full-time students at St. Cloud State University who:
1)
Are studying GIS within the SCSU Department of Geography
2)
Have completed at least three GIS courses and have achieved
a GIS
GPA
of 3.0 or better
3)
Have performed exceptional work as a SCSU student in the
use of GIS principles
4)
Have shown initiative and leadership qualities as a SCSU
student
5)
Show significant promise as a future practitioner of GIS
technologies
Potential
candidates shall submit an Application for Consideration to the
SARC Board of Directors. The SARC Board of Directors shall
make selection decisions in a fair and impartial manner. Scholarships
awarded under this agreement shall be available to any person who
meets the requirements listed above, regardless of race, gender,
age, religion, marital status, sexual orientation, national origin,
mental or physical disability, status with regard to public assistance
or any other group or class against which discrimination is prohibited
by state or federal law.
Scholarship
Awards
The
Spatial Analysis Research Center (SARC) Board of Directors of St.
Cloud State University shall determine the amount of scholarship
awards and shall select award winners. If the Foundation's
Board of Directors determines that it is impossible to award this
scholarship for the designated purpose, it reserves the right to
determine a use for the fund that closely approximates the intent
of the initiating contributor, the SCSU GIS Club.
