Application Process
Route your application using the IPESL external grant transmittal form below. Completion of this form will help ensure that all involved parties are informed and all arrangements are ready so you can begin on your project immediately upon award notification.
The IPESL cover sheet and application form are available below. Please submit 1 (one) original and 6 (six) copies to the Office of Sponsored Programs by 4 p.m. on October 9, 2006, - not the date listed on the form.
Do NOT submit/email your proposal directly to MnSCU (contrary to instructions on the application cover page). The Office of Sponsored Programs will do this for you. This process is a safeguard to ensure that a fully signed cover sheet and President's letter are sent to MnSCU and it will also allow the Office of Sponsored Programs to check the budget and application for errors that might affect the success of your proposal.
Faculty are strongly urged to work with the Office of Sponsored Programs in developing their budget well before the deadline.

NOTE: MnSCU has established a submission deadline of October 31, 2006. The MnSCU process requires that President Saigo must review, approve, and endorse a University prospectus with a letter of support. To ensure that there is sufficient time to treat all proposals equitably, late proposals WILL NOT be accepted.

A Few Important MnSCU Guidelines to Note
- The IPESL program will only fund projects that focus on improving student skills and abilities in the following areas: critical thinking, reading, writing, math, and science. Vice Chancellor Baer points out that the guidelines state that project "have significant impact across the institution, or in multiple departments or programs, AND for a significant number of students."
- Projects must be based on documented evidence of a student learning challenge or need to be addressed.
A Few Important MnSCU Budget Guidelines to Note
- SCSU’s allocation is $315,437.
- IPESL Funds may be used only for salary and benefits. Equipment, supplies, travel and other expenses are not allowed.
- Funds can be used to compensate non-IFO staff, but a faculty member must be a part of every project.
- IPESL funds can be used only for direct payment of the salary and benefits of current employees. In case of reassignment, replacement employees (including temporary faculty) are to be paid out of the institution's regular salary budget. (From the IPESL website).
- Adjuncts, temporary employees, and new positions cannot be funded with IPESL monies.
