Minnesota Fact Sheet: Using Praxis II Tests

The following information is supplemental to the 2009-2010 Praxis Registration Bulletin. This information is subject to revision and changes. Additional registration information (registration procedures, forms, score information, as well as testing locations) are included in the Praxis Registration Bulletin which is available online at the Educational Testing Services (ETS) website (www.ets.org). Background:

Legislation enacted in 1985 required the Minnesota Board of Teaching to adopt examinations for assessing skills in reading, writing, and mathematics for teachers licensed under Board authority and to adopt rules for implementation and ongoing administration of the tests. In addition, Minnesota Statute 122A.09(e) requires the Minnesota Board of Teaching also to adopt general pedagogy and content tests for teacher licensure. Effective September 1, 2001, all candidates applying for their first Minnesota teaching license will also be required to also complete the adopted examinations in general professional knowledge and examinations in specific content fields. Effective September 1, 2002 , testing and passing score requirements are enforced as indicated.

Who must take licensure examinations?

  • All applicants for a first time Minnesota teaching license must complete the required teacher licensure examinations in: 1) basic skills of reading, writing, and mathematics; 2) professional knowledge; and 3) content/subject matter.

  • All applicants adding a licensure field will be required to complete the content/subject matter test adopted for the field to be added.

Note: School administrators, school counselors, school social workers, school nurses, school psychologists, and educational speech-language pathologists are not teachers, and therefore are not subject to teacher examination licensure requirements.

The Praxis scores you receive are maintained by ETS for ten years and are portable to other states using the Praxis Series.

What Tests are Required for Individuals Adding a Field to a Minnesota Classroom Teaching License?

  • All applicants adding a licensure field to an existing Minnesota teaching license must complete the content/subject matter licensure examination adopted, if any, for the added field.
  • Candidates who have applied for a Minnesota standard teaching license before September 1, 2001 , are not required to take additional examinations of basic skills, or the examination of professional knowledge.

When new test requirements take effect?

  • Applicants Prepared in a Minnesota Teacher Preparation Institution. All licensure applications post marked on or after September 1, 2001, for a first-time teaching licensure, must include the Minnesota institution verification that the candidate being recommended has completed the required examinations in basic skills, professional knowledge, and content/subject matter. Effective September 1, 2002, testing and passing score requirements are enforced as indicated.
  • When registering for the test, candidates completing or planning to complete an approved teacher education program through a Minnesota institution must designate that institution, NOT the Minnesota Department of Education, as the score recipient.
  • Applicants Prepared outside of Minnesota. Applicants who have already completed teacher preparation in another state must forward their Praxis I-II score reports with the licensure application to the Department of Education, Personnel Licensing Division, 1500 Hwy 36 West, Roseville, MN 55113.

Which examinations will be required beginning September 1, 2001?

All candidates applying for the first-time Minnesota teaching license must complete the following examinations:

#1. Examinations of basic skills in reading, writing, and mathematics. All candidates applying for a first-time Minnesota teaching license must successfully complete the basic skills examination requirement. Scores must meet the Minnesota qualifying scores for the basic skills tests in the Praxis I Series: Pre-Professional Skills Tests (PPST), or the Computer Based Tests (CBT).

#2. Examination of professional knowledge. All candidates applying for a first time Minnesota teaching license must take one of the three adopted tests in professional knowledge. The candidate may select any one of the tests of professional knowledge within the grade ranges for which licensure is sought from the Praxis II Series: Principles of Learning and Teaching (PLT K-6; or PLT 5-9; or PLT 7-12). Minnesota qualifying scores will not be enforced (applied) until September 1, 2002. However, candidates must show verification that one of the tests has been taken.

#3. Examination of subject/content knowledge. Candidates apply for a first time Minnesota teaching license or adding a field must take the Board adopted content/subject matter test for the licensure field for which they are applying. Minnesota qualifying scores will not be enforced (applied) until September 1, 2002.

Where no content/subject matter examination is currently identified, candidates must complete 1 and 2 above. The Board will be considering adoption of examinations or assessment processes for content/subject matter for fields currently without an examination. Examinations of content/subject matter are part of the Praxis II Series.

Praxis II score reports will be mailed approximately four weeks after the test date. The Praxis scores you receive are maintained by ETS for ten years and are portable to other states using the Praxis Series.
