Southern Maine dean named provost

ST. CLOUD, Minn. — Devinder M. Malhotra has been named provost and vice president for academic affairs at St. Cloud State University.
Malhotra, whose main field of study is economics, will start July 1, replacing retiring Michael Spitzer who has been provost at St. Cloud State since 2002. The new provost was selected following a nation-wide search. Four finalists made on-campus interviews in the last two weeks.
Malhotra has been dean of the College of Arts and Sciences at the University of Southern Maine since 2005.
Prior to that, he spent 26 years at the University of Akron where he was an associate dean and had been chair of the economics department and a faculty member. He also has teaching and research experience at Case Western Reserve University, Kansas State University and with the government of India.
St. Cloud State President Earl H. Potter III said, "We are exceptionally pleased to bring Dr. Malhotra to the University. He brings outstanding management and academic skills to the table. His experiences in 15 years as a dean, associate dean and department chair will serve him well as St. Cloud State’s chief academic officer."
Malhotra was born in Kathua, Jammu and Kashmir, in northern India. One of seven children of a lawyer and a homemaker, he was educated at a Catholic boarding school in Dalhousie and the Modern School in Delhi. His father and older brother were members of the Congress Party and served in Parliament.
The provost position at St. Cloud State serves as the institutional leader in the president’s absence. The academic vice president position that was expanded to provost in 2002 provides leadership for all academic components of the university.
The provost works closely with the academic colleges, including Business, Education, Fine Arts and Humanities, Social Science, Science and Engineering, Continuing Studies, the School of Graduate Studies and Sponsored Programs. The provost develops and administers academic polices, helps establish academic priorities, oversees the curriculum, encourages faculty and student research and supervises academic support and enrollment services.
Malhotra noted that he is pleased to accept the provost’s position at St. Cloud State. "St. Cloud is a great comprehensive, regional university with outstanding leadership. It is an incomparable resource for Central Minnesota and I look forward to being part of its resurgence and progress forward."
During his career, Malhotra also served as chair of the Faculty Senate at the University of Akron where he also was campus coordinator for the Carnegie Teaching Academic Project. His research fields include applied, regional and energy economics. He is widely published and has presented extensively at scholarly meetings. His current research includes "Regional and Sectoral Dimensions of India’s Economic Growth," "Liberalization and Investment" and "Human Capital, Endogenous Growth and Economic Development: A Case Study of India."
A native of India, he holds a bachelor’s degree in economics from the University of Delhi in India where he later earned a master’s degree, also in economics. His doctorate is from Kansas State University. He is a graduate of the Management Development Program of the Harvard University Institutes of Higher Education.
