Undergraduate Students

APPLY EARLY to ensure all application materials are received by the application deadline. Late applications will be considered on a case-by-case basis.

1. Complete your international application.

Apply online - This is a fast way for you to turn in your initial application, without paying for extra postage for the paper application. Once you submit your online application, you will receive notice within a few days by email that your application has been received and that your supporting documents still need to be submitted.

2. Pay the $20.00 application fee.

If applying online, be sure to have your credit card ready during the online application process. Or, if sending application by mail, send a bank draft, check or money order payable to St. Cloud State University. DO NOT SEND CASH. The application fee is non-refundable. Choose the optional USD $75 Express Fee, and receive your I-20 and acceptance packet via Express Mail.

3. Submit your secondary school grade reports.

A NACES-affiliated (National Association of Credential Evaluation Services) evaluation* is required of all international applicants who have studied outside of the United States or Canada. All secondary transcripts from non-US or non-Canadian educational institutions must be sent directly to the evaluation company (NOT SCSU). This is a requirement before admission can be granted. You will find all the information you need at NACES.

  • Four evaluation companies that meet the SCSU requirements include:
    • ECE (Educational Credential Evaluators) www.ece.org. (Ask for the General Evaluation with the grade average option.)
    • Educational Perspectives www.edperspective.org
    • WES (World Education Services) www.wes.org (You MUST choose St. Cloud State University from the drop down box in order for SCSU to receive a copy of the WES evaluation.)
    • A2Z Evaluations www.A2Zeval.com
  • You can apply for your evaluation on the evaluation company's website, and should apply for the Document-by-Document evaluation.  The cost is approximately $100 USD and will be paid by you, the student.
  • The evaluation that is provided to SCSU must include copies of your original transcripts (sometimes called e-transcripts) and a conversion of your grades (c.g.p.a. - cumulative grade point average) to the 4.0 grading scale used by SCSU.
  • Successful candidates are typically ranked in the upper 50% of their high school class and possess a cumulative GPA of 2.5 or higher. Each application is reviewed in its entirety and all application materials are carefully considered.
  • Not all evaluation companies automatically provide copies of the transcripts or conversion of your c.g.p.a. Make sure you request both of these services!! Additionally, follow the guidelines posted on the evaluation company's website for transcript submission.
  • Please make sure that St. Cloud State University is listed as one of the recipients of your evaluation.
  • It is critical that you read and follow the "Required Documents" information specific to your country of study to ensure that your evaluation is completed as quickly as possible.
  • If your transcripts and diplomas are in languages other than English, you must provide a translation.
  • Once all the required documentation has been received by the evaluation company, the evaluation usually takes 7 – 10 days.
  • If you request an international transcript evaluation before your last term's secondary grades are posted it is NOT necessary, after completing your last term, to have a revision evaluation completed by the NACES-affiliated organization. St. Cloud State University does NOT require this additional revision service. Some applicants may still elect to have their last semester of grades evaluated for future educational purposes. You are however required to have your high school send an original and official copy of your last term marks/grades and diploma directly to St. Cloud State University, International Recruitment and Admissions Department.
  • If a student has already completed a document-by-document evaluation from another National Association of Credential Evaluation Services (NACES) http://www.naces.org/ member, he or she should request that an official copy be sent directly from the evaluation vendor to SCSU – the Center for International Studies.  

Exceptions

  • *High School Graduates from Nepal – High school graduates from Nepal are NOT required to submit outside evaluations from a NACES-affiliated evaluation company IF the applicant submits an Academic Transcript issued by the Higher Secondary Education Board in Nepal.  That transcript must be attested by the United States Educational Foundation in Nepal (USEF - Nepal).  The attested copy must have the office seal and be signed by one of the advising center staff.  Additionally the transcript must have the USEF-Nepal cover letter.   • *If you have international transcripts from any of the following schools, those original and official transcripts can be sent directly to SCSU by the issuing high school. It is NOT necessary to secure an evaluation from a NACES member for those specific transcripts:
    • American Cooperative School of Tunis, Tunisia
    • American International School of Guatemala, Guatemala
    • American School of Kinshasa (The), The Dem. Republic of Congo
    • American School of Kuwait, Kuwait
    • American School of Ulaanbaatar, Mongolia
    • International School of Kabul, Kabul, Afghanistan
    • International Schools Group-Dammam, Saudi Arabia
    • KISC (Kathmandu International Study Centre), Kathmandu, Nepal
    • Modern Knowledge Schools, Manama, Bahrain
    • SPH International, Sentul City, Indonesia

4. Submit your international university transcripts (if applicable).

  • Successful candidates typically possess a university-level cumulative GPA of 2.5 or higher. Each application is reviewed in its entirety and all application materiasl are carefully considered.  
  • Not all evaluation companies automatically provide copies of the transcripts or conversion of your c.g.p.a. Make sure you request both of these services!! Additionally, follow the guidelines posted on the evaluation company's website for transcript submission.
  • If you request an international transcript evaluation before your last term's university grades are posted (for admission purposes), it is ALSO necessary to have a revision evaluation completed by a NACES-affiliated organization if you wish to apply for transfer credit for your final semester's grades. The cost is approximately $80 USD and will be paid by you, the student.
  • It is critical that you read and follow the "Required Documents" information specific to your country of study to ensure that your evaluation is completed as quickly as possible.
  • If your transcripts and diplomas are in languages other than English, you must provide a translation.
  • Please make sure that St. Cloud State University is listed as one of the recipients of your evaluation.

    • HELP University College, Malaysia
    • INTI International University College, Malaysia
    • Nilai University College, Malaysia
    • SEGI College, Malaysia
    • Taylor's University College, Malaysia
    • Suffolk University, from Madrid or Dakar
    • SCSU Exchange Partner Schools

5. Submit your U. S. or Canadian transcripts (if applicable). 

Please submit your original and official U.S. or Canadian high school and/or college/university transcripts from all the high schools and/or universities you have attended in the United States or Canada (if applicable). Original and official transcripts must be sent directly from the high schools and/or college(s)/universities or, if you send them yourself, they must arrive in an officially-sealed, unopened envelope.

MnSCU Official Transcripts to St. Cloud State University

If you have attended or are currently attending one or more MnSCU institutions, your official transcripts can be electronically retrieved by St. Cloud State University. Please check the MnSCU list to determine if your college is a member of this system.

Important: We will not be able to electronically retrieve your transcript(s) if you have holds on your records including, but not limited to, unpaid balance(s) on your records. It is your responsibility to ensure your records are free of holds in order for institutions to send or electronically retrieve your academic transcript(s).

6. Provide proof of English proficiency.

Submit an official TOEFL or IELTS score report sent directly to us by the issuing agency (ETS for TOEFL or IELTS directly). You may also submit one of the additional English Proficiency options. The TOEFL code for St. Cloud State University is 6679.

Conditional Admission

St. Cloud State offers conditional admission to qualified undergraduate and graduate applicants who have been educated in a language other than English and whose academic record qualifies them for admission but whose level of English proficiency is lower than academic requirements.

7. Provide financial documentation.

As required by U.S. immigration, F-1 international students must submit proof of financial solvency for the first year of their education at St. Cloud State University. Acceptable documents must:

  • prove you have a minimum of US $25,500 available to support your education for the first year
  • originals, photocopies, scanned copies or faxed documents printed on bank letterhead and certified with the bank’s stamp or seal; we reserve the right to verify authenticity
  • be dated within six months of the application date
  • if financial support will be provided by anyone other than yourself, the sponsor must submit a letter in English indicating his/her willingness to support you
  • if English is not the language in which the bank documents are issued, the bank documents must be accompanied by a certified, literal English translation.

*If your sponsor is a U.S. citizen or permanent resident, he/she must complete the Affidavit of Support, in addition to supplying supporting financial documents.

The following documents ARE NOT ACCEPTED for initial applications to SCSU:

  • bank statements older than six months
  • letters stating funds are available without listing actual amount available
  • documents showing fixed assets, such as land, equipment, and real estate
  • affidavits of support from non-immigrants residing in the U.S.

Graduate Students

Graduate students interested in pursuing a Master’s or Doctoral degree will apply for admission through the School of Graduate Studies.

Upon acceptance, the Center for International Studies will process your immigration document and mail an acceptance packet to you. You will also need to apply for a visa to study in the U.S.

If you are currently studying at another U.S. college or university, you will be required to complete the Transfer Notification Form and ask your current international student advisor to release your I-20 to St. Cloud State University in SEVIS.

2. Apply to be an exchange student at St. Cloud State by using the apply online button found at the top of this page.

3. Your exchange student coordinator should submit your records to St. Cloud State University. (Copies of these documents are acceptable if provided directly by a university official.)

  1. A certified, English-translated transcript.
  2. A certified, English-translated financial document showing the equivalent of the expenses necessary as indicated by agreement. 
  3. Original or copy of TOEFL report (dated within the last two years) showing a score of 500~549 (paper-based) or 61 (iBT), with subscores not below 15 for reading, writing, and listening. With these scores there is then a requirement to (1) take the on-campus ESL placement tests upon arrival at SCSU, and (2) take college ESL courses if the student does not pass the ESL placement tests.
    OR
  4. Require a TOEFL score of 550 or higher (paper-based) or 80 (iBT), with subscores not below 17 for reading, writing, and listening with no further requirement to take ESL placement tests or college ESL courses.
  5. SCSU does NOT accept the TOEFL ITP scores. ETS clearly states that TOEFL ITP scores are for internal use only and should NOT be used for admission purposes.
