Emergency Response Guides and Procedures

General Procedures

  • Consider your own safety.
  • Protect and warn others as much as possible.
  • Call 911 and:
    • Describe the emergency (fire, medical, crime, etc.).
    • Give the address and location of the emergency and your phone number.
    • In circumstances involving an armed and/or violent person, provide details observed, such as:
      • Number of subjects.
      • Exact location where the subject(s) entered the building.
      • Time the subject(s) entered the building.
      • Type of weapon(s) (for example, rifle, shotgun, pistol).
      • Description of the subject(s) (for example, gender, race, height, weight, build, distinguishing features, hair color and length, and clothing details).
      • If the subject(s) were observed before entering the building and exited a vehicle, describe the vehicle (for example, make, model, color, license plate number and state, and where the vehicle is parked).
    • As time and circumstances permit, call St. Cloud State University Public Safety (320-308-3333).
    • Follow the building's emergency plan, if appropriate.

Reporting and Observations

Reports of any armed or violent subject on campus should immediately be reported to the emergency 911 operator. If and when possible, make a second call to St. Cloud State University Public Safety (320-308-3333).

If you observe an armed and/or violent person enter a campus building and you are in a position to observe the subject without endangering or compromising your personal safety, the observations you make may be crucial to responding emergency personnel. There is no expectation for anyone to put themselves at risk in order to continue to observe an armed subject.
