The Minneapolis Division of the Federal Bureau of Investigation in conjunction with St. Cloud State University is pleased to announce the 15 th session of the North Central States Law Enforcement Executive Development Seminar (LEEDS).

 North Central States LEEDS was created to provide law enforcement executives in Minnesota , North Dakota , and South Dakota with the same type of experience and advanced leadership training offered at the National Executive Institute and FBI Law Enforcement Executive Development Seminar held annually at the FBI Academy .

 

Who Should Attend?

  • Police chiefs and sheriffs from departments of 50 or fewer sworn officers.
  • Deputy Chiefs, Chief Deputy Sheriffs, Captains and Lieutenants from larger departments or agencies, who supervise a large number of people.
  • Ranks Sergeant and below may apply but will only be accepted based on availability of seats.

 All classes are taught by FBI Academy Instructors and other recognized instructors in the field of leadership.

Academic Credit**Please note that due to Minnesota State Colleges and University (MnSCU) Records & Registration requirements, Participants need to apply for Academic Credit by Monday, May 12th, 2008. In addition to receiving 36 hours of POST credits, attendees have an opportunity to earn 3 semester credits from St. Cloud StateUniversity .

Tuition for college credits is in addition to the seminar fee.

Undergraduate credits:

Criminal Justice 489, Seminar

Requirements: 36-40 hours of LEEDS attendance.

Post-conference assignment: Journal reflecting the material covered during the conference and a paper on a leadership topic of your choice.Credits: 3

Tuition: $538.83

Graduate credits:

Criminal Justice 589, Current Problems and Issues

Requirements: 36-40 hours of LEEDS attendance.Post-conference assignment: Journal reflecting the material covered during the conference and a paper on a leadership topic ofyour choice.

Credits: 3 Tuition: $815.75

Students registering for college credit will receive a course information packet with their conference materials.

Seminar Details

Dates:   May 12 - 16, 2008

Times: The conference will begin with registration at 7:00 a.m. followed by breakfast on Monday, May 12. The conference will adjourn at noon on Friday, May 18.

Location: All seminar sessions will be held on the campus of St. Cloud State University .

Fees:

The registration fee for the seminar is $395, which covers most meals and all training materials. Each participant also receives an official LEEDS shirt, portfolio and canvas briefcase with registration. The seminar fee does not cover cost of tuition for those who want to earn college credit.

LEEDS Faculty

 

Don Gudmundson has been the Sheriff of Dakota County, Minnesota, since 1994. Don has been an instructor at the North Central States LEEDS for the past eight years and also instructs at the Tennessee LEEDS. Don is a graduate of the FBI Academy LEEDS and has been a guest speaker at law enforcement training events throughout the Midwest .

 

Steve Hennessy began his law enforcement career in 1966 as a Special Agent with the FBI, serving in Houston , Texas and Newark , New Jersey . He joined the Minnesota Bureau of Criminal Apprehension in 1973 and retired as Assistant Superintendent in 1991. He then joined the Phoenix Police Department as their Training Administrator. After his retirement from Phoenix in 2003, Dr. Hennessy joined the faculty at St. Cloud State University in the Department of Criminal Justice where he teaches in the undergraduate program as well as in the Public Safety Executive Leadership Master's degree program. He holds a Doctorate in Educational Leadership from The University of St. Thomas, St. Paul , Minnesota . He is the author of "Thinking Cop - Feeling Cop, A Study in Police Personalities", the lead author of "A Cultural Awareness Trainer's Manual for Law Enforcement Officers” and a chapter author in Dr. James Hendricks' “Multicultural Perspectives in Criminal Justice and Criminology.” He was a Martin Luther King Living the Dream award recipient in 2003 and is immediate past president of The Society of Police Futurists International.

 

Larry “Nick” Nicholson has 24 years experience in law enforcement and is an instructor for Academy Leadership Associates in Alexandria , Virginia . Nick has a Ph.D. in Police Administration from St. John's University and teaches a variety of leadership and management courses. He has published three books and has written numerous technical reports and professional journal articles. Nick teaches at the FBI Academy and this is his seventh year instructing at the North Central States LEEDS.

 

Penny Parrish is an instructor in the Law Enforcement Communications Unit at the FBI Academy . Penny teaches media relations for law enforcement executives, presentation skills and communication strategies. Penny served as the Public Information Officer for the Minneapolis Police Department and as News Director at KMSP-TV in Minneapolis . This is Penny's seventh year as an instructor at the North Central States LEEDS.

 

Stephen T. “Steve” Smith is an instructor at the FBI Academy 's Leadership Development Unit. During his career with the FBI, Steve has pursued instructor development training opportunities and has been certified as an FBI Instructor in Firearms and Defensive tactics, a FBI SWAT Agent, and FBI Sniper/Observer. He is a 16 year veteran of the FBI with broad based experience in both domestic and international investigations. In all of these investigations, he has built a solid reputation for working closely with local and state agencies to ensure successful outcomes. Steve received his B.A. in Political Science (1984) from San Diego State University and his M.Ed. (2004) from the University of Virginia . In 2005, Steve began doctoral studies in Organization and Management with Capella University and hopes to complete this PhD within the next three years.
